KUALA LUMPUR (July 15): The government anticipates the five winners of the 491MW Large Scale Solar 3 (LSS3) quota allocation to achieve financial close by year end.

The companies have already inked the respective power purchase agreements (PPA) with Tenaga Nasional Bhd, said Minister of Energy and Natural Resources Datuk Dr Shamsul Anuar Nasarah.

"However the companies have faced some delays due to the MCO (Movement Control Order) amid Covid-19," said Shamsul, who is also Umno MP for Lenggong in the Dewan Rakyat today.

"All the bidders will achieve financial close before end of this year," Shamsul said during the ministers' question time.

The four bidders with 100MW allocation are consortiums between ib vogt GmbH and Coara Solar Sdn Bhd, Cypark Resources Bhd and Impian Bumiria Sdn Bhd, ENGIE Energie Services SA and TTL Energy Sdn Bhd, and Konsortium Beseri Jaya Sdn Bhd and Hanwha Energy Corporation Singapore Pte Ltd.

Meanwhile, JKH Renewables Sdn Bhd and Solarpack Asia Sdn Bhd secured a win for 90.88MW.

The LSS3 tenders are valued at an estimated RM2 billion.

Under LSS3, the initial commissioning deadline is 2021. A typical development of a solar PV plant of such scale takes about 18 months.

Meanwhile, Shamsul also said that the upcoming 1, 000MW LSS4 named 'Mentari' is expected to be awarded across at least 25 local companies.

Bidders for LSS4 must that are non-listed must be 100% locally-owned, with a floor of 75% local ownership for bidders that are listed.

Bids for the LSS Mentari tenders — estimated at RM4 billion — is open for bidding for three months from May 31, as opposed to a six-month bidding period for LSS1 through LSS3.

Half of the LSS4's 1,000MW quota is for bids between 10MW and 30MW, while the other half is for allocations between 30MW and 50MW.
