KUALA LUMPUR (Jan 9): MyEG Services Bhd has clarified today that the RM38 fee it is imposing for the renewal of Foreign Workers Permit (PLKS) is due to the expanded scope of responsibilities that was tasked to it by the Malaysian Immigration Department.

It said its role is not only to renew the permits but also to compile, verify, maintain, update and analyse its database of legal foreign workers, illegal foreign workers, authorised employers of foreign workers, employers who unknowingly have foreign workers registered under their name, and employers of illegal foreign workers.

"The RM38 fee is for the above scope of responsibility as well as to deliver the renewed permits to the home or offices of our users with biometric verification," said MyEG in a media statement to Bursa Malaysia today.

Its clarification today came on the heels of a slew of media reports condemning what has been termed as a “sudden” decision by the government to outsource the foreign worker permit renewal job to MyEG, and the additional RM38 service charge that employers now have to fork out for each worker.

It further said MyEG will capture digital biometrics of the employers and employer’s representatives on which analytics data will be conducted to generate intelligence on trends causing the proligeration of illegal foreign workers as well as employers who have a disproportionate number of foreign workers absconding.

“In addition, MyEG will also operate a crowdsource platform to gather intelligence on employers who employ illegal foreign workers.

“MyEG has the responsibility to ensure valid insurance is in place before processing the transaction as MyEG will be liable for any non-compliance. Insurance Guarantee (IG), Foreign Workers Compensation Scheme (FWCS) & Foreign Workers Hospitalisation & Surgical Scheme (FWHS) may be purchased through any insurance agent including MyEG. MyEG will bear the cost of deportation of illegal foreign workers detained,” it added.

It said that since Dec 1, 2014, MyEG officers have been stationed at Immigration Department offices to offer guidance and assistance enquiries regarding foreign workers PLKS permit renewals to help employers prepare for the transition.

"However, we wish to highlight that there is no need to be present at the counters at all as this is an online service that is to be conducted in the comfort of your own office/home.

"The temporary MyEG booths will facilitate enquiries from the general public and assist in registration of a MyEG account, and not be able to process renewal applications," it said, adding that employers need to go online to MyEG’s web site www.myeg.com.my to complete the renewal process.

Foreign workers PLKS permit renewals can be done three months before expiry, hence employers are encouraged to renew earlier to avoid late renewal that may lead to permit expiry penalty, it said.

The current renewal process online does not require any interview(s) to be done, it added, stressing that payment for this service can be made using credit card, online banking or cheque/bank draft.

"For employers who are wary of doing transactions online, MyEG provides reassurance that our website is secure and safe to use. MyEG is the concession holder for Malaysia’s E-Government Flagship Application.

"The concession was awarded after an Open Tender in 2000. MyEG’s role is to build and operate the Electronic Delivery Channels from various government agencies to the citizens/businesses, including facilitating road tax renewals for JPJ (Jabatan Pengangkutan Jalan) and summons payment for PDRM (Polis DiRaja Malaysia) for over 10 years," it added.
